Job Description
A. RDRS Bangladesh
In February 1972, RDRS Bangladesh was established as the Bangladesh field program of the Geneva-based Lutheran World Federation/Department for World Service (LWF/DWS) to provide relief, rehabilitation, and development assistance to the war-affected people in the north-west Bangladesh. The organization is registered with NGO affairs Bureau of Bangladesh with registration number 003, dated 22/04/1981. In 1997, RDRS was localized and registered under the Trust Act as national NGO in Bangladesh. Currently, RDRS is working in 33 districts with 5 programmatic priorities.
B. Summary of the Program
RDRS Emergency Response Program (RERP) has been implementing an emergency response program in Rohingya camps and nearby host communities in Cox’s Bazar district since 2019. The RERP contributes to international and national efforts to meet the humanitarian, and protection needs and increase self-reliance and resilience of the Forcibly Displaced Myanmar Nationals (FDMNs) and host communities through Income Generating Activities (IGAs), life-skills with livelihoods and leadership development training, and tree plantation etc. RERP also works on capacity building of youth and creates market linkage to improve their living standard. This program also aims at cultivating social cohesion, ensuring social inclusion, promoting reforestation and providing humanitarian support (i.e., foods and non-food items, WaSH, health, protection, education etc.) to the FDMNs as well as the nearby host communities.
C. Summary of the Project
RDRS Bangladesh is set to implement the project, “Strengthening English Language Skills through Akelius Language Tool for Rohingya and Host Communities in Cox’s Bazar (SELA-RHC)”, targeting Rohingya and host community adolescents and youth in Cox’s Bazar. The project aims to strengthen English language proficiency through improved access to quality English as a Second Language (ESL) education within the framework of Education in Emergencies (EiE).
The project has three key objectives: (a) to improve English language skills—including reading, writing, speaking, and listening—among targeted learners in both Rohingya camps and host communities; (b) to build the capacity of educators and community facilitators to effectively deliver ESL content using the Akelius Language Tool and learner-centered teaching approaches; and (c) to increase community awareness and support for ESL education as an essential life skill and a pathway to resilience and future opportunities.
Through enhanced learning opportunities, strengthened teaching capacity, and increased community engagement, the project seeks to empower Rohingya and host community adolescents and youth with practical English language competencies that contribute to their personal development, educational advancement, and long-term resilience.
D. Summary of the Position
Under the overall responsibility and control of the Team Leader (RERP), the Project Manager will assist to plan, organize, coordinate, and supervise the efficient carrying out of all functions of respective project of RDRS Bangladesh. The duties of the Project Manager (RERP) will be:
E. Description of Duties and Responsibilities
Major responsibilities of this position are as follows:
Ensure the smooth day to day project implementation and operations of the project on Education in Emergency but will have knowledge on Livelihood, DRR/Tree Sapling Plantation, Primary Health Care, Protection and other related interventions
Project planning, monitoring, evaluation and reporting (PMER);
Recommend RERP Team Leader to get approval an appropriate staffing structure to implement the planned activities in the project by RDRS Dhaka Office;
Ensures that new staffs are provided with program orientation to the projects;
Involve in staff recruitment for the RERP projects and recommend fair, transparent and capable staff, ensuring that recruitment is gender-sensitive;
Attends PMT meeting regularly and solve conflicts or to discipline staff in Cox's Bazar according to RDRS's policy;
Works with the RERP Team Leader and Admin & Finance Officer/Manager-Finance or other staff closely to ensure smooth functioning of finance matters;
Assists RERP Team Leader and actively engages in negotiations with Local Partners, UN, RCP Clusters and I/NGOs and other agencies at the project level;
Assists RERP Team Leader to ensure that all procurement in undertaken in accordance with RDRS, donors and Government of Bangladesh guidelines;
Assists Team Leader to ensure safety/security protocols are adhered to by all staff;
Ensures any project property is used for the benefit of organization and the people served by the project;
Assists Team Leader and RDRS Govt. Relations Officer or designated staff providing necessary information to get project approval from NGO AB;
Assists Team Leader to represent RDRS and LWF (wherever needed) in coordination meeting (ACT Forum, RCP Clusters, NGO, other humanitarian agencies) and provide public relations information and visibility as called upon;
Fulfills any other professional duties assigned or delegated by the Team Leader.
Experience
- At least 7 years
- The applicants should have experience in the following business area(s): NGO
Education
- Master of Arts (MA) in English
Additional Requirements
- Age At most 50 years
Minimum 7 years work experience in management and operations on Education project, where at least 2 years proven experience in humanitarian crisis responses specially in Rohingya responses.
At least 3 years working experience in managerial position/Project Manager/Project Coordinator.
Good command over English and Bangla in all aspect - spoken written, reading and listening.
Leadership and motivational quality
Highly developed relationship building, influencing, negotiating and inter-personal skills.
Ability to analyses strategic trends and develop appropriate plans and responses to manage crisis or risks.
Sound knowledge on development related issues.
Ability of donor liaison, budget control and report writing;
Ability to build good working relations with existing and potential development partners/ donors.
Demonstrated leadership and program development abilities and strategic thinking;
Able to multi-task, problem solve and deal with complex relationships and situations;
Knowledge in rights-based community development, Education, Income Generation/ Livelihood, Market Linkage, WASH, Protection, DRR/Tree plantation and other related areas, or willingness to learn.
