Job Description

A. RDRS Bangladesh

In February 1972, RDRS Bangladesh was established as the Bangladesh field program of the Geneva-based Lutheran World Federation/Department for World Service (LWF/DWS) to provide relief, rehabilitation, and development assistance to the war-affected people in the north-west Bangladesh. The organization is registered with NGO affairs Bureau of Bangladesh with registration number 003, dated 22/04/1981. In 1997, RDRS was localized and registered under the Trust Act as national NGO in Bangladesh. Currently, RDRS is working in 33 districts with 5 programmatic priorities.

B. Summary of the Program

RDRS Emergency Response Program (RERP) has been implementing an emergency response program in Rohingya camps and nearby host communities in Cox’s Bazar district since 2019. The RERP contributes to international and national efforts to meet the humanitarian, and protection needs and increase self-reliance and resilience of the Forcibly Displaced Myanmar Nationals (FDMNs) and host communities through Income Generating Activities (IGAs), life-skills with livelihoods and leadership development training, and tree plantation etc. RERP also works on capacity building of youth and creates market linkage to improve their living standard. This program also aims at cultivating social cohesion, ensuring social inclusion, promoting reforestation and providing humanitarian support (i.e., foods and non-food items, WaSH, health, protection, education etc.) to the FDMNs as well as the nearby host communities.

C. Summary of the Project

RDRS Bangladesh is set to implement the project, “Strengthening English Language Skills through Akelius Language Tool for Rohingya and Host Communities in Cox’s Bazar (SELA-RHC)”, targeting Rohingya and host community adolescents and youth in Cox’s Bazar. The project aims to strengthen English language proficiency through improved access to quality English as a Second Language (ESL) education within the framework of Education in Emergencies (EiE).

The project has three key objectives: (a) to improve English language skills—including reading, writing, speaking, and listening—among targeted learners in both Rohingya camps and host communities; (b) to build the capacity of educators and community facilitators to effectively deliver ESL content using the Akelius Language Tool and learner-centered teaching approaches; and (c) to increase community awareness and support for ESL education as an essential life skill and a pathway to resilience and future opportunities.

Through enhanced learning opportunities, strengthened teaching capacity, and increased community engagement, the project seeks to empower Rohingya and host community adolescents and youth with practical English language competencies that contribute to their personal development, educational advancement, and long-term resilience.

D. Summary of the Position

Under the overall responsibility and control of the Team Leader (RERP), the Reporting & Documentation Officer will be technically reportable to Senior Officer- MEL, will prepare monitoring plan, organize, coordinate, and conduct field visit for carrying out of all functions of respective project of RDRS Bangladesh.

E. Specific Job Responsibilities

The Reporting & Documentation Officer will be responsible for:

Problem identification and reporting:

- Undertake frequent field visits, interact with different stakeholders, review various documents/ registers, and thus identify problems.

- Prepare and share situational reports for management based on field visits, interactions, and document review findings.

- Identify gaps and prepare tools and techniques for effective information gathering, data storage, and analysis.

Data Management:

- Lead the collection of high-quality monitoring data, gathering data from various sources and storing data in databases or other storage systems.

- Frequently conduct field visits during program implementation to collect program-quality data.

- structuring data to make it accessible, and usable to ensure data security and privacy.

- Using data to generate insights and support decision-making.

- Ensure adherence to data collection methodologies and the MEL system with the LREP team.

- Develop the capacity of project staff in data collection methodologies, report writing, process documentation, and the overall MEL system.

Collaboration:

- Collaborate with RDRS's internal MEL department to contribute to MEL systems for all projects the organization executes.

Reporting:

- Prepare quarterly, midterm, and annual quantitative and narrative reports under RDRS Emergency Response Program (RERP) by consolidating and analyzing data on program implementation and indicators. Maintain the organization's learning system and prepare regular reports.

Management Information System:

- Develop and maintain an information management system. Prepare sectoral reports, project progress, monthly RERP MIS (Management Information System), and disseminate information.

Project Development and others:

- Participate in new proposal development, MEL guidelines, and framework development.

- Support safeguarding reporting procedures in case of any reportable incidents.

- Prepare a risk matrix and update it regularly.

- Identify lessons learned and prepare case studies to capture qualitative outputs of the project.

- Design and conduct qualitative and quantitative research.

- Perform any other responsibilities assigned by the supervisor according to the needs of RERP.

Experience

Education

    • Masters

Additional Requirements

  • Age At most 45 years
  • Education      

Master’s in English, Economics, Statistics, Development Studies, Anthropology, Population Science, Social Science or any other relevant discipline with MEL experience.   

  • Language proficiency

Good command over English and Bangla in all aspect - spoken written, reading and listening.

  • Experience

Minimum 3 years experiences as MEL Officer, preference will be given to the candidate having working experience in Cox’s Bazar with humanitarian context.

  • Excellent communication skills in both Bengali and English

  • Excellent communication skills in MS Word Excel PowerPoint

  • Monitoring and Reporting

  • Demonstrated leadership and program development abilities and strategic thinking;

  • Able to multi-task, problem solve and deal with complex relationships and situations;

  • Knowledge in rights-based community development, Education, Income Generation/ Livelihood, Market Linkage, WASH, Protection, DRR/Tree plantation and other related areas, or willingness to learn;

  • Ability to work under stressful situations and meet datelines;

  • Experience on community mobilization, linkage and liaison;

  • Influencing, negotiating and interpersonal skills;
