Job Description

Summary of the Program

RDRS Emergency Response Program (RERP) has been implementing an emergency response program in Rohingya camps and nearby host communities in the Cox's Bazar district since 2019. The RERP contributes to international and national efforts to meet the humanitarian and protection needs and increase self-reliance and resilience of the Forcibly Displaced Myanmar Nationals (FDMNs) and host communities through income-generating activities (IGAs), life skills with livelihoods and leadership development training, tree planting, etc. RERP also works on capacity building of youth and creates market linkage to improve their living standard. This program also aims at cultivating social cohesion, ensuring social inclusion, promoting reforestation, and providing humanitarian support (i.e., foods and non-food items, WaSH, health, protection, education, etc.) to the FDMNs as well as the nearby host communities.

Summary of the Project

RDRS Bangladesh is set to implement the project, “Strengthening English Language Skills through Akelius Language Tool for Rohingya and Host Communities in Cox’s Bazar (SELA-RHC)”, targeting Rohingya and host community adolescents and youth in Cox’s Bazar. The project aims to strengthen English language proficiency through improved access to quality English as a Second Language (ESL) education within the framework of Education in Emergencies (EiE).

The project has three key objectives: (a) to improve English language skills—including reading, writing, speaking, and listening—among targeted learners in both Rohingya camps and host communities; (b) to build the capacity of educators and community facilitators to effectively deliver ESL content using the Akelius Language Tool and learner-centered teaching approaches; and (c) to increase community awareness and support for ESL education as an essential life skill and a pathway to resilience and future opportunities.

Through enhanced learning opportunities, strengthened teaching capacity, and increased community engagement, the project seeks to empower Rohingya and host community adolescents and youth with practical English language competencies that contribute to their personal development, educational advancement, and long-term resilience.

The duties & Responsibilities of the Risk & Compliance Officer will be:

Compliance Monitoring and Internal Control

  • Ensure compliance with RDRS policies, donor regulations, government requirements, and humanitarian standards.

  • Conduct regular compliance reviews of program, finance, logistics, procurement, administration, and HR functions.

  • Review supporting documents, contracts, procurement files, payment vouchers, and program records.

  • Verify adherence to organizational Standard Operating Procedures (SOPs).

  • Monitor implementation of anti-fraud, anti-corruption, safeguarding, and accountability policies.

Internal Audit and Spot Checks

  • Conduct routine and surprise audits of field offices, project activities, warehouses, and community interventions.

  • Perform spot checks on cash management, procurement, inventory, asset management, and beneficiary distributions.

  • Prepare audit and compliance reports with findings, recommendations, and corrective action plans.

  • Follow up on implementation of audit recommendations.

  • Assist RERP team for qualitative implementation with transparency.

 Risk Management

  • Support development and updating of project risk registers.

  • Identify operational, financial, programmatic, compliance, security, and reputational risks.

  • Conduct periodic risk assessments and recommend mitigation measures.

  • Monitor risk treatment plans and report emerging risks to management.

Donor and Regulatory Compliance

  • Ensure compliance with donor agreements, budget provisions, reporting requirements, and contractual obligations.

  • Review financial and program documentation for donor-funded projects.

  • Support preparation for donor reviews, external audits, and monitoring visits.

  • Ensure compliance with NGO Affairs Bureau (NGOAB), government regulations, VAT, Tax, and statutory requirements.

 Investigation and Accountability

  • Assist in fact-finding, investigation, and verification of reported fraud, misconduct, corruption, safeguarding concerns, and policy violations.

  • Maintain confidentiality and impartiality during investigations.

  • Document findings and provide recommendations for management action.

  • Support complaint and feedback mechanisms and accountability systems.

 Capacity Building and Awareness

  • Conduct orientation and training sessions on compliance, audit requirements, donor regulations, fraud prevention, safeguarding, and risk management.

  • Develop compliance awareness materials and checklists.

  • Mentor program and support staff on internal control procedures.

 Reporting and Documentation

  • Prepare monthly, quarterly, and annual compliance and risk management reports.

  • Maintain compliance tracking systems and recommendation follow-up matrices.

  • Support organizational learning through analysis of recurring compliance issues and trends.

  • Share the field monitoring findings with the Team Leader for their rectification within RERP Cox’s Bazar.

Coordination

  • Coordinate with RERP, finance, logistics, HR, MEAL, and security teams.

  • Liaise with auditors, donors, regulatory authorities, and relevant stakeholders when required.

  • Fulfills any other professional duties assigned or delegated by supervisor/management.

 

Experience

  • At least 5 years
  • The applicants should have experience in the following business area(s): NGO, Development Agency

Education

  • Master’s degree in Accounting, Finance, Business Administration, Management, Economics, Commerce, or a related discipline.     

  • CA (CC) or partly qualified Chartered Accountant will be preferred.

  • Professional certification in Internal Audit, Risk Management, compliance, or Fraud Examination will be an added advantage.

Additional Requirements

  • Age At most 40 years
  • Experience in audit, compliance, internal control, risk management, or finance in NGO/INGO or humanitarian response program is preferred.

  • Should have knowledge about financial & procurement compliance

  • Knowledge about donor regulation, grant management, fraud prevention & investigation

  • Willingness to travel extensively within Cox’s Bazar operational areas and camps

  • Ability to work under pressure and meet deadlines. -Commitment to humanitarian principles, safeguarding, gender equality, and organizational values     

  • A valid motorcycle driving license will be an advantage.
