Job Description

• Job Location: Matamuhuri (Coxsbazar)

Job Context

• Uttaran is an NGO working in Bangladesh since 1985 to uphold rights and entitlements and to improve the socio-economic condition of the poor and disadvantaged community people. Uttaran is a people-centered organization using a rights-based approach to alleviate poverty, diversify livelihood opportunities and empower poor communities of Bangladesh.

• Uttaran invites applications for the vacant position titled- “Technical Officer-Health and nutrition” for the " LIV: Life-Saving Integrated Support for Vulnerable Flood-Affected Communities in Matamuhuri, Cox’s Bazar District

• Reports to: Project Coordinator

Key Responsibilities:

Objective 1: Ensure timely and effective execution of all project activities in line with project objectives, donor requirements, and organizational standards.

• Support PC to develop detailed implementation plans (DIP) and activity schedules.

• Monitor and technical supervise field teams in delivering nutrition, SRH, child health, and MHPSS interventions.

Objective 2: Strengthen staff, volunteers and health service provider’s technical capacity and ensure service quality through adherence to national guidelines and project protocols

• Organize and assist in training for health staff, midwives, and volunteers on CMAM, Quality ANC/PNC , and integrated MHPSS services.

• Provide technical guidance and mentoring during field visits to volunteers

• Coordinate with ACF program manager and Technical Manager for conducting regular supportive supervision and knowledge transfer.

Objective 3: Foster collaboration with ACF, government health services, local authorities, Nutrition Sector and community structures for integrated and sustainable service delivery

• Act as the technical focal point for coordination with ACF, local health facilities, and Upazila Health Complex.

• Participate in health/nutrition coordination forums at local level.

• Engage with community leaders and government representatives for validation of household lists, maternal cash beneficiary list, Nutrition voucher distribution, and referral mechanisms.

Objective 4: Ensure accurate documentation, reporting, and learning for accountability to stakeholders, donors, and beneficiaries

• Work with ACF MEAL teams and support Project Coordinator to implement monitoring frameworks, household verification, and beneficiary tracking.

• Assist Project Coordinator to prepare monthly, quarterly, and final narrative progress reports.

• Document best practices, lessons learned, and challenges for program improvement and donor communication.

Objective 5: Ensure efficient use of project resources, proper risk management, and effective leadership of the field team

• Provide technical supervision, mentoring, and monitoring of project volunteers to ensure the effective delivery of courtyard sessions, timely identification and referral of Severe Acute Malnutrition (SAM) cases, and appropriate identification, basic support, and referral of Mental Health and Psychosocial Support (MHPSS) cases in accordance with project protocols and referral pathways.

• Support Midwife and MHPSS counsellor to quality service deliveries for SAM management.

• Support the Project Coordinator in ensuring the timely procurement, distribution, and availability of project supplies, including nutrition baskets, micronutrient powders, hygiene kits, and menstrual hygiene management (MHM) materials, throughout the implementation period.

● Perform any other duties assigned by the Project Coordinator to ensure effective project implementation.

Competencies

• Excellent leadership, coordination, and facilitation skills.

• Ability to communicate effectively with communities and diverse stakeholders.

• Strong analytical and problem-solving skills.

• Skilled in participatory methods and adaptive learning approaches.

• Ability to manage time and multitask under field conditions.

• Proficient in Bangla and English (spoken and written).

• Competent in MS Office, GIS, and data visualization software.

Experience

  • At least 3 years
  • The applicants should have experience in the following business area(s): NGO, Development Agency

Education

    • Bachelor of Science (BSc) in Food & Nutrition
  • BSc in Nutrition, Food Science or Masters in Public Helath

Additional Requirements

  • Age At least 26 years

• Minimum 3 years of work experience in supervision/technical support in nutrition health,food security Program

• Strong understanding on national CMAM guideline and government health system

• Proven experience in team management, Coordination, supervision, reporting, budget follow up etc
